While regulating abuse was necessary, the chosen approach - strict limitations instead of incentives -appears to have the opposite effect:
 supply is shrinking faster than accessibility improves.

Without stronger legal protection for landlords and incentives for new supply, the situation is unlikely to improve in the short term.
