The ruling parties PSOE and Sumar have clashed again over the bill regulating temporary housing rentals and room leases. The Congress rejected ERC’s request to expedite its parliamentary processing.  

ERC (Catalan Republican Left) had urged the government to accelerate the bill via an urgent motion addressed to Housing Minister Isabel Rodríguez during the May 28 plenary session. However, the motion was rejected with votes against from PP, PSOE, Junts, and Vox. Sumar, Podemos, ERC, BNG, and Bildu voted in favor, while PNV abstained.  

This is not the first disagreement between the coalition partners: Sumar previously sided with PP to advance the bill after PSOE opposed it.  

The proposed law amends the Urban Leases Act to align temporary contracts with long-term leases, discouraging their use—especially in high-demand areas. Landlords would also be required to justify the need for short-term rentals under criteria similar to labor laws.  

Following the vote, parties submitted amendments, including removing Desokupa from regulation, excluding room rentals, and fining platforms that list illegal tourist apartments.
